18. Supporting International Union of Painters and Allied Trades,
and Sheet Metal Workers International Association on the
Building Justice Campaign
WHEREAS, more than 30,000 workers are employed in the residential construction sector in Arizona and Nevada; and
WHEREAS, wages for these workers over the past 10 years has increased by less than half the amount of average sales
prices for new homes in the U.S.; and
WHEREAS, according to the Pew Hispanic Center, Latino employment in construction increased by 671,000 workers
from 2003-2006 and that during t his same period in the South and West of the U.S., 92% of new construction jobs were
filled by Latino's; and
WHEREAS, from 1992 to 2006 workplace fatalities for Latino workers increased by 86%; and
WHEREAS, both national home development companies, such as Pulte Homes, and smaller and regionalized
subcontractors, hired by developers to actually build their homes, are fighting workers efforts to freely and fairly form
unions; and
WHEREAS, it is only through the cooperation and coordination of the AFL-CIO, its affiliates, constituency groups, and
trade departments that a company's like Pulte Homes will feel the full power of the labor movement and rethink its
irresponsible business practices;
NOW, THEREFORE, BE IT RESOLVED, that the delegates to the 2008 LCLAA Convention fully commit to support the
Building Justice campaign to help raise standards in residential construction by:
1. Informing your membership about this campaign and alerting them to the conditions that exist for residential
construction workers.
2. Asking your members who may be contemplating the purchase of a home to consider not buying a Pulte or Del
Webb (Pulte's subsidiary which builds communities for people aged 55 years and older) home due to the
company's disregard for workers' complaints about pay, safety, training and discrimination.
3. Lending support to the efforts of IUPAT and SMWIA in their efforts to organize tens of thousands of non-union
residential construction workers.
