21. LCLAA Resolution in Support of the Globalization of Labor Unions
Whereas, the international Trade Union Movement provides one of the possible options available to counteract
the negative effects of globalization on the working class.
Whereas, the Trade Union Movement has the history, infrastructure and organization to propose a new way
forward to redress the problem by restoring the human element to today's standard economic practices.
Whereas, in an era of globalization and global corporate lobbying, the transnational labor movement is critical.
Developing nations compete to attract investment by promising low wages without union representation,
something that affects workers in both developed and developing nations; and
Whereas, corporate globalization in the last couple of decades has proven counterproductive to the well-being
of workers, allowing for their exploitation and displacement due to the mobility of work-sites and outsourcing.

Whereas, over the last decade of the 20 century, the number of people living in poverty in the world increased
by almost 100 million, while the average income in the world kept increasing by 2.5 percent annually,
demonstrating that the benefits of our current policies have not being equitably distributed but rather
accumulated in the hands of very few; and
Whereas, the value of a human being has been downgraded to that of a commodity within the global context;
and
Whereas, globalization has changed how business is practiced, from one of domestic markets to one of
international markets where investors view a world without borders;
Whereas, transnational problems calls for transnational solidarity among workers all over the globe; and unions
have the capacity to serve as a multinational force that can set the agenda to ensure certain minimum standards
for workers worldwide; and
Therefore be it resolved, that the Labor Council for Latin American Advancement (LCLAA) will strongly
support solidarity among all workers to counteract the unjust and inequitable policies that have impacts on
peoples beyond our national borders; and
Be it further resolved, that the Labor Council for Latin American Advancement (LCLAA) will mobilize its
members and allies to maximize the prosperity for the maximum number of people by pushing for the
globalization of labor rights, human rights, and environmental standards.
Be it further resolved, that the Labor Council for Latin American Advancement (LCLAA) will work to push
for the globalization of worker rights through the development of transnational unions, recognizing that through
the better organization and solidarity of unions across borders, workers can empower themselves to fight for
universal worker rights.
