Regional Representative Board Seat
Dear Members of the Labor Council for Latin American Advancement,
As you know, at our 23rd National Convention, the membership created four new board seats dedicated to regional representation from our chapters nationwide. This was an essential step towards ensuring our organization truly represents the Latino community throughout the United States. The selection for the Eastern, Central, and Pacific seats has been finalized. No candidates were declared for the Mountain Region Seat. We would like to introduce you to the leaders who have emerged to fill these positions.
Carlos Pelayo - Pacific Representative
Carlos Pelayo is a member of the Pacific Media Workers Guild and President of the San Diego Imperial Counties Chapter. As the regional representative of the Pacific region, he hopes to work closely with chapter presidents to establish chapters in every Central Labor Council. Pelayo ran unopposed in his region.
Francisco 'Paco' Martinez: Central Representative
Francisco 'Paco' Martinez is a proud member of the United Auto Workers and serves as President of the Saint Louis, Missouri Chapter. The Saint Louis Chapter participates in the Festival of the Little Hills each year, which helps bring in new membership for the Missouri area. Martinez ran unopposed in his region.
Anthony Garcia: Eastern Representative
Anthony Garcia is a member of SEIU-UHWE 1199 and chapter president of LCLAA Long Island. He hopes to build capacity through communication with the 12 chapters in the Eastern region. He is also looking forward to supporting new up-and-coming chapters in the region. As two or more candidates sought election to the Eastern seat, the candidates and the LCLAA Nominating and Election Committee held a virtual discussion forum. Garcia won the election, receiving 70% of the virtual ballots.
Application & Selection Procedures
Application and Selection Procedures for Candidacy:
The nomination and selection process for regional representation will be as follows:
National LCAA will send out a notice to all LCLAA members announcing that beginning January 1st of the year during which the National LCLAA board elections are to take place, LCLAA chapter officers may declare candidacy by submitting the regional representative board form to the national office.
Included in the notice will be an electronic candidacy form that candidates must submit in order to establish their eligibility per the national LCLAA Constitution.
The deadline to submit the candidate eligibility form to the national LCLAA office will be April 15th of the year in which national LCLAA board elections are to take place.
National LCLAA shall email a list of all eligible candidates to all members per region by April 30th of the year in which national LCLAA board elections are to take place.
Per Article II, Section 3 The Labor Council for Latin American Advancement will not endorse or promote Candidates for positions of elected office within the labor movement, nor interfere with the internal affairs of any labor organization, including regional representative seats.
If an eligible candidate is unopposed for their region, the national LCLAA office shall submit their name to the National LCLAA Nominating and Election Committee (Article X, Section 8).
In the case of two or more candidates seeking election to a regional seat, the LCLAA Nominating and Election Committee shall administer the following procedure:
Candidates wishing to issue a statement of candidacy to LCLAA members in their region may do so by forwarding the statement to the national LCLAA office for distribution by May 1st.
If candidates choose to hold a virtual forum where they can talk to and answer questions from regional members, the national office will assist in creating space for such virtual forums. All virtual forums must be held by May 30th.
Selection of Candidates:
All members within the region have from June 1st through June 15th (EOD) to submit their ballot. Virtual ballots will be found on the National LCLAA website.
Once a selection of a candidate has been determined, the name of the candidate will be given to the National Nominating and Election committee and placed on the National slate.
Each region will be notified of the candidate placed on the slate.
